On November 17, the first Xichang Forum on Rural Revitalization opened. Yang Xiubin, Director of Agriculture and Rural Affairs Office of Sichuan Party Committee and Party Group Secretary of Sichuan Department of Agriculture and Rural Affairs, Duan Yijun, Liangshan Party Secretary, and Bian Huimin, President of Sichuan Rural Revitalization Promotion Association, delivered speeches. 　　The two-day forum, with the theme of “building Anning River’s modern Agricultural Silicon Valley and a better Tianfu Granary in the new era”, was held both online and offline with four stages of opening ceremony, briefing, sub-forums and seminars, including promotion activities of new agricultural varieties, new technologies, new products and new models.

　　On behalf of the Agriculture and Rural Affairs Office of Sichuan Party Committee and Sichuan Department of Agriculture and Rural Affairs, Yang Xiubin delivered congratulations on the achievements in agricultural development and rural revitalization in Liangshan. He said that the Party’s 20th National Congress made major decisions and deployments on the priority of agricultural and rural development, comprehensive rural revitalization, and agricultural and rural modernization. The first Rural Revitalization Forum held in Xichang was a concrete action to earnestly implement the spirit of the Party’s 20th National Congress and a key step to build a higher-level “Tianfu granary” in the new era, to accelerate the construction of a strong agricultural province, and to comprehensively promote rural revitalization. Liangshan should focus on the “three major fields” of resources and energy, characteristic agriculture, and cultural tourism, give full play to the advantages of characteristic agricultural resources, safeguard grain production, and build “China’s Agricultural Silicon Valley” and “the Second Tianfu Granary”, contributing to the shining of the golden brand of Sichuan as a major agricultural province and accelerating the leap from a large agricultural province to a strong agricultural province.

　　Duan Yijun, on behalf of Liangshan Party Committee and Liangshan government, expressed his gratitude to all sectors of society who had long cared for and supported the development of Liangshan. He said that Liangshan always keeps President Xi’s words in mind when it resolutely implements the decisions and arrangements of the central and provincial Party committees by further promoting the rural revitalization strategy, firmly safeguarding the bottom line against returning to poverty on a large scale, consolidating and expanding the achievements of poverty alleviation, exerting the advantages of unique green agricultural resources, facilitating comprehensive rural revitalization with industrial revitalization, and creating a modern agricultural Silicon Valley in Anning River. The “ten characteristic and advantageous industries" have developed into chain industries, the “three pilot industries” have witnessed a strong momentum, the construction of the “second Tianfu granary of” has sped up, and the rural revitalization has marched on in solid steps. They will firmly follow the spirit of the Party's 20th National Congress, fully consider the opinions and suggestions of all parties, further innovate ideas and methods, give impetus to the creation of a Liangshan example of rural revitalization including quality and efficient agriculture, habitable and dynamic rural areas, and well-off farmers.

　　Bian Huimin congratulated the forum on behalf of the provincial Rural Revitalization Promotion Association. She said that the Anning River Valley Plain is the second largest plain in Sichuan, and has the resource advantage to build “the second Tianfu granary”. Sichuan RRPA will firmly follow the spirit of the Party’s 20th National Congress, realize its service aims of “strengthening exchanges, promoting cooperation, drawing upon each other’s advantages, and progressing together”, loyally play the roles of the government’s staff assistant, the bridge between the government and enterprises, and the tie between enterprises and enterprises, in order to promote common prosperity for farmers and rural areas and coordinated progress of rural revitalization in Sichuan.
